Originally a private entity, it transitioned to a public limited company in January 1994. Located at Fatehabad Road, Agra, the company embarked on setting up a three-star hotel by acquiring land and securing approvals for construction and operations between 1990 and 1993.
By the financial year 1995-96, Howard Hotels Limited had nearly completed its Agra hotel project. It partnered with Sarover Park Plaza Hotel & Resorts Pvt. Ltd., aligning with the multinational Park Plaza Hotels & Resorts to leverage their industrial expertise and operational know-how. This collaboration involved a profit-sharing agreement, aiming to enhance the hotel's performance through shared expertise and strategic partnerships.
